Case Study

Building a Robust Operations Power App to Replace a Maxed-Out SharePoint Site

A legacy SharePoint 2013 and InfoPath permitting process had become slow, fragmented, and difficult to maintain. M&S Consulting replaced it with a modern Power App that digitized forms, approvals, document tracking, and compliance reporting.

01THE CHALLENGE

A SharePoint 2013 permitting process had become too fragmented for critical research operations.

An internal SharePoint 2013 site supported safety review and operations permitting for more than 100 concurrent research and development projects. Over time, the system became difficult to maintain and frustrating to use.

Researchers and managers had to navigate outdated InfoPath forms, email-based approvals, manually updated spreadsheets, and document libraries that had exceeded practical limits. When an experiment changed, users often had to re-initiate the entire permitting process.

Adoption suffered so badly that some users preferred paper workflows. That created operational, compliance, and reporting risk for a process that needed to be reliable.

02THE SOLUTION

A modern Power App rebuilt the permitting process around how users actually worked.

M&S Consulting began with user interviews across stakeholder groups, mapping the existing workflow, surfacing pain points, and translating the findings into a prioritized feature set with the business owner.

The team designed and built a Power App that replaced the legacy SharePoint and InfoPath process. The solution digitized forms, centralized documents, tracked training compliance, automated reporting, and migrated historical data and documents for continuity.

Workflow redesign

User interviews and process mapping turned a fragmented workflow into a clear, actionable model.

Power Platform delivery

A modern Power App replaced unsupported InfoPath forms and aging SharePoint processes.

Data continuity

Historical data and documents were migrated so the new system could go live without losing operational context.

03THE RESULTS

A scalable operations app that users adopted instead of avoiding.

The new application is fully deployed and actively used by researchers and managers who had avoided the old system. Faster workflows, better usability, and integrated reporting made the permitting process easier to trust.

The platform was delivered quickly and cost-effectively and is already positioned to support additional permitting processes.
