Oracle Cloud Infrastructure Expansion & Infrastructure as Code

Technologies

01THE CHALLENGE

A research university needed OCI to fit securely into an existing multi-cloud environment.

A top-ranked research university had long relied on AWS but saw an opportunity to reduce costs and take advantage of Oracle licensing incentives by shifting selected workloads to Oracle Cloud Infrastructure.

The migration could not be treated as a simple lift-and-shift. The university needed architecture, security, networking, firewall policy, automation, and operations patterns that would let OCI work cleanly beside the existing cloud environment.

The team also wanted to move infrastructure management away from manual console changes and toward a repeatable Infrastructure as Code model.

02THE SOLUTION

M&S designed OCI foundations and automated cloud operations through Terraform and GitHub Actions.

M&S Consulting worked with internal teams and partner vendors to design an OCI environment aligned to existing AWS best practices while taking advantage of Oracle-specific cost, licensing, and performance benefits.

The team designed low-latency networking, standardized security and firewall policies, and built automated infrastructure provisioning with Terraform and GitHub Actions. Hands-on workshops and a deployment playbook helped the university operate the new platform confidently.

Multi-cloud architecture

OCI was designed to mesh with AWS patterns while preserving security, performance, and operational consistency.

Infrastructure as Code

Terraform pipelines tied to GitHub Actions converted infrastructure changes into validated, version-controlled pull requests.

Enablement

Workshops and deployment playbooks equipped internal teams to maintain and scale the OCI environment.

03THE RESULTS

A more automated, scalable, and cost-efficient cloud operating model.

The university now operates OCI as part of a highly automated multi-cloud environment. Infrastructure changes that once required manual console work can now be made through code, reviewed, validated, and deployed consistently.

The work improved cost efficiency, standardized security policies across cloud providers, and freed engineering teams to focus more time on innovation instead of maintenance.

Minutes

Cloud changes

Automated pipelines reduced common infrastructure updates from manual work to fast, repeatable code changes.

OCI

Cost optimization

Oracle licensing and pricing advantages were used for selected workloads while preserving multi-cloud flexibility.

Standard

Security policies

Networking, firewall, and security policies were standardized across AWS and OCI patterns.

IaC

Operations model

Terraform and GitHub Actions made infrastructure version-controlled, traceable, and repeatable.
